What evidences does federalism have? (1-3)

  • ECSC: not the grand step that the classic federalists or Spinelli and his associates had envisaged; only fit with the Monnet approach -> after failure of the EDC and EPC, ECSC was the most promising  among the three
  • 60s and 70s: little progress towards the federalist ideal
  • 80s: federalist impetus, triggered by the EP's adoption of a draft Treaty on the creation of a EU in 84
