  • Actors: what is the right thing to do in a given Situation?
  • Two social logics (March and Olsen 1998):
    • Logic of consequences: Cost-benefit calculation
    • Logic of appropriateness: Behavior of actors determined by what they think is expected, by what they believe is appropriate in a given situation
